We expose the conception of an institutional quality program, which first version was conformed more than 15 years ago. It has been enriched, modified in the context of the changing universe imposed by the new demands of the medical care related with the morbidity structure, the progress of new diagnostic and therapeutic technologies, the habits and customs of the universe, and also another group of changes that have leaded to new correspondent necessities of specialized medical care, based on new procedure conceptions. They do not only cover the diagnostic and therapeutic processes, but also, as a consequence of these changes, other main aspects such as hospital staying, pre-surgery staying, before-time discharging, home admission, and infection index have been modified. Besides that, lethality index, general mortality index, admission and discharging criteria and many other parameters that necessarily were favourably changing, and were taking into account by different quality committees at every moment. By its characteristics, this program is analytic, systemic, consequent, flexible, and with a projection to the positive impact, and is also a creator of impact indicators that can measure quality.
